Initiated in 2007, MyGOSSCON continues to attract global interest and is recognised as one of the leading regional open source communities event.

The two day event is packed with opportunities for knowledge sharing and exchange of ideas on OSS global trends, best practices and technology trends  Fueled by its theme of New Economy of ICT and Open Technologies Empower Digital Transformation Through Sustained Creativity and Innovation, this event promises to deliver the insight of how the new economy is being driven by technological advances such as open source to help the digital transformation as evident in the Malaysian public sector landscape. MyGOSSCON 2011 Program Committee is pleased to announce calling for papers from interested speakers from Malaysia and around the world for MYGOSSCON 2011. 

Papers covering a variety of topics are invited, e.g. basic research, novel applications, and industrial experience, with different criteria for each category. Real-life experiences are of particular interest.

MAMPU Sets Longest OSS Programming Event Record 

The 36-Hour Web Application Development Contest energises team spirit to bring  out the inherent strengths of OSS to spur creativity and innovation to the hilt. 

KAJANG, MALAYSIA, Oct 8. MAMPU, together with 16 teams comprising 48 contestants,  has successfully set a new record, endorsed by the Malaysia Book of Records, for  conducting the longest OSS programming contest. This contest spanned 36 continuous  hours within the confines of the Main Hall, Employees Provident Fund (EPF) Institute, Kajang. 

It was a moment of joy when the Founder of Malaysia Book of Records (MBOR), Datuk  Danny Ooi officially acknowledged this impressive and record-breaking milestone in his  speech during a signing ceremony on Oct 8 to endorse the 36-Hour WebDev Programming  Contest as the “Longest OSS Programming Event”. 

During the signing ceremony, a certificate endorsing the record was presented by MBOR's  Founder to Director General of MAMPU, YBhg Dato' Mohamad Zabidi Bin Zainal. This event  was officially witnessed by Minister YB. Datuk Seri Dr. Maximus Johnity Ongkili, Ministry of Science, Technology and Innovation (MOSTI).

This gruelling yet rewarding contest saw sixteen teams of three developers each spend 36  consecutive hours developing a web application on “Office Information System”. All 48  contestants were enshrined with honour in Malaysia's 2010 Book of Records as the record makers.

The contest was officiated by Director General of MAMPU before kicking off at 10.00 p.m on 6 October 2010 and was officially closed by Minister YB. Datuk Seri Dr. Maximus Johnity  Ongkili, Ministry of Science, Technology and Innovation (MOSTI) at 10.00 a.m on Oct 8.

The contest is classified into 3 contest categories, namely Government agencies, students  and open. The winning team in each contest category will be awarded RM1,500, with the  runner-up team receiving RM600. Among the 3 winners, the Best-of-the-Best will receive a  bonus award of RM8,500, bringing total winnings for the overall team to RM10,000.

This contest is a major event of Malaysia's premier annual OSS conference, MyGOSSCON  2010, which is scheduled to be held at Putrajaya International Convention Centre (PICC) on  2-3 November. All contest winners will be announced and will receive their prizes from the  Deputy Prime Minister, Y.A.B Tan Sri Datuk Muhiddyin Yassin during the Opening ceremony on 2 November.

This record-making contest was organised by MAMPU to motivate and enhance programming  skills, creativity and innovation and to accelerate the growth of local OSS developer  communities to build a talent pool of critical skills and expertise for National transformation.

MAMPU strongly believes that this meaningful contest has not only instilled team spirit but  also stimulated the inherent energy of OSS that can be leveraged to spur creativity and  innovation, which is the key to National transformation. It is the OSS features such as the  availability of source code and collaborative development model that present excellent  opportunities for learning, experimenting and innovating.

In addition to the 36-Hour OSS WebDev Contest, other highlights of MyGOSSCON 2010 are  OpenOffice.org School Competition, Public Sector OSS Case Study, plenaries, tracks and  tutorials, OSS Showcase Exhibition with more than 60 booths, Birds of a Feather (BOF) Cocktail, Lightning Talks and OSCC MAMPU new products launch.

Background:

In 4-5 November 2009, OSCC MAMPU has successfully organised a 24-Hour OSS Web Application Development (WebDev) Contest, in conjunction with the premier OSS conference MyGOSSCON 2009 held in Putrajaya International Convention Centre (PICC), Putrajaya.

The 2009 contest has attracted 25 teams formed by 104 developers to send in their application form. 8 teams of 35 developers were short-listed to take part in the actual competition in PICC. The winner for 2009 24-Hour OSS WebDev Contest is “bitfluent” team.

This year, OSCC MAMPU has the intention to break its own record by organising the 36-Hour OSS Web Application Development Contest in conjunction with MyGOSSCON 2010.

This 36-Hour OSS WebDev Contest is endorsed by the Malaysia Book of Records to make a new record as the “Longest OSS Programming Event”.

Contest teams who take part and complete this 36-Hour OSS programming event will be recognised as the record maker.

Contest Goals:

The goals of this contest are:

• Promote high level open source web application development skills in Malaysia.
• Enable local OSS web application development communities to grow and establish themselves.
• Encourage students to get involve in open source web application development and be well prepared for industry need.
• Stress test the human endurance in working over long hour to develop a new computer application.

Contest Period:

The contest activity will start from 8.30pm of Wednesday 6th October 2010 and ended by 3.30pm of Friday 8th October 2010. The 36-hour programming contest will begin at 10.00pm of Wednesday and end by 10.00am of Friday. There will be briefing session and opening ceremony before the contest starts. After the contest ended, there will be contest-end ceremony, immediately followed by judging session to all the contest teams.

Contest Detail:

a) Contest Team:

This contest is open to contest teams comprised of three (3) individuals.

15 contest teams (formed by 45 developers) will be short-listed to participate in the actual competition.

All team members must be adult of at least 18 years old.

All team members must be healthy and not suffering from any disease or illness during the contest period. As a health and safety measure to all, any person found unfit to stay in the Contest Hall must leave the hall immediately when instructed by the Organiser.

In the event one or more member in a team is disqualified due to health reason as stated above, the remaining healthy contestants in the team can opt to continue on with the contest, or withdraw from the contest.

Contest team can be formed by:

Government agency group approved by Director General or Secretary General to represent the agency to participate in this Contest.

Student group representing its own institute of higher learning and approved by its head of academic studies. Any public or private institute of higher learning under the governance of Ministry of Higher Education Malaysia (MOHE) can send representative team to participate in this Contest.

Open group of any three (3) adults from any organisations and individuals can form a contest team to participant in this Contest.

If any of the groups from Government agencies and/or Student groups have not obtained formal approval from their head of department by signing in the Contest Entry Form with official stamp, they will be categorised under the Open group.

b) Contest Entry:

Teams interested to participate in this Contest are required to submit the Contest Entry Form to OSCC MAMPU latest by 1 September 2010. Contest team must provide full information on the name of team, team detail, technical detail, etc. for acceptance consideration.

All contest teams must answer a programming question and a general question in the Contest Entry Form. The answers will be used for consideration to short-list teams into the actual contest.

15 teams will be short-listed to participate in the actual Contest to be carried out on 6-8 October 2010.

Short-listed contest teams will be announced on 15 September 2010 in MyGOSSCON 2010 Website. The selection of short-listed contest teams is at the sole discretion of the Organiser.

c) Contest Activity:

All short-listed contest teams are required to develop a simple generic open source web application at the designated contest area to be announced later.

Contest teams are given 36 hours for the web application development and deployment.

Breakfast, lunch, dinner and supper will be served inside the designated contest area during the contest period.

The development subject for this Contest will be disclosed on the first day at the contest area when it begins.

i. Table and three (3) chairs

ii. Two (2) electrical plug points

iii. A network point

iv. A Linux PC computer to host the web application

Contest teams are required to bring in their own electrical extension, network switch, etc. if applicable.

Contestants can bring in own laptop computers and reference books into the contest room before the Contest started. No computers or books are allowed to enter or exit the contest room after the contest period has started.

The developed web application must be deployed to the designated Linux server before the 36th hour.

Each contest team are then given twenty (20) minutes to present and demo their web application to the panel of judges inside the contest area. Contestants have to allocate reasonable time for Q&A with the judges within the given 20 minutes time period.

d) Application Development and Deployment:

Programming Language:

Contest teams must use open source programming language to develop their web application. The product developed with the chosen programming language must be able to run in Linux. Example of open source programming languages are: Java, JavaScript, Perl, PHP, Python, Ruby, etc.

Development Tools:

Development tools refer to any tools used for application development, including the source control system, editor, debugger, graphics designer, etc.

Contest teams are encouraged to make use of open source development tools. Contest teams are not prohibited from using non-OSS development tools in their own laptop computers, provided they possess valid usage licenses for all of the tools and applications installed in their computers.

Web Application Framework:

Contest teams are encouraged to make use of open source web application frameworks in the contest. Proprietary frameworks or libraries are prohibited. Please refer to Web Application Guidelines published by OSCC MAMPU for example of open source web application frameworks.

Database:

Contest teams must make use of open source database for their web application. Example of open source databases are: MySQL, PostgreSQL, etc.

Web Application Server:

Contest teams must deploy their web application in an open source web application server running in Linux. Example of open source web application servers are Apache, Lighttpd, nginx, GlassFish, Zope, etc.

The Web Application:

Contest teams hold the ownership of the web application produced in this contest, and must agree to release the source code under GPL Version 2 license.

After this Contest, contest teams are encouraged to continue working on the web application and contribute the product to the global OSS community.

Development Based On Existing OSS Application:

Development and modification based on existing OSS application is not prohibited. In the event existing OSS application is based, contest team is required to explain to the judges the portion developed by the team during the Contest period, contrasting to works from existing OSS applications.

e) Judging:

The Contest will be judged by 2 parties, which are a panel of 3 judges appointment by the Organiser and the 14 competitor teams who have taken part in the competition.

The weightage of the judging result is:

Judging by panel of 3 judges (70%)

Judging by competitor teams (30%)

The judging criteria will be based on the following:

Functionality (50%) - the web application must meet all the specified requirements. Additional relevant functionalities will be a plus.

User interface (25%) - the user interface must be eye-catching, easy to navigate and simple to use.

Creativity, innovation & originality (25%) - how innovative, unique and original is the idea of development?

The judges' decision is final binding. No correspondence shall be entertained.

f) Contest prizes:

Prizes are given to the winner and runner-up in each of the contest groups as follow:

Government agency group:

- Winner: RM1,500 cash

- Runner-up: RM600 cash

Student group:

- Winner: RM1,500 cash

- Runner-up: RM600 cash

Open group:

- Winner: RM1,500 cash

- Runner-up: RM600 cash

Grand winner to get RM10,000 in total!

A hefty Best Of The Best Bonus of RM8,500 cash will be awarded to the best winner among all the groups.

In other words, if your team is the overall champion of this Contest, you will get RM1,500 as a group winner, and also the Best of The Best Bonus of RM8,500, totalling to RM10,000.

All contest members of the winning teams are required to attend the Prize Giving Ceremony during the opening ceremony of MyGOSSCON 2010 in 2nd November 2010 morning to receive the prizes.

g) Variation to the Terms & Conditions:

The contest organiser reserves the right to change, amend, delete or add to these Contest Terms and Conditions without prior notice at any time and all the contestants shall be bound to such changes.

h) Liability:

The contest organiser will not be responsible or liable for:

any problem, loss or damage of whatsoever nature suffered by any party due to any delay and/or failure in receiving and sending the Contest Entry Form;

any problem, damage or loss of whatsoever nature to the physical and mental health of any contestant for unlimited period of time;

any problem, damage or loss of whatsoever nature to any contestant and their belongings resulting from their participation in this contest;

any error (including error in notification of contest winners), omission, interruption, deletion, defect, delay in operation or transmission, Internet line failure, theft, destruction of, or unauthorized access to entries, PC hang whether or not arising during the contest.

The contestants will be responsible and liable for:

their physical and mental health and fitness to participate in this contest;

any facility, computer and equipment provided by the organiser to them for the purpose of this contest.

i) Disqualification:

The organiser reserves the right at its sole discretion to disqualify any individual that it determines to be tampering with any of the process or operation of this contest and to be acting in breach or potential breach of these Contest Terms and Conditions. No correspondence shall be entertained.

j) Other:

The organiser fully reserves the right to cancel, modify, suspend or delay this contest in the event of unforeseen circumstances beyond its reasonable control.

The full-fledged conference was officiated on 5 November by Y.B. Senator Tan Sri Dr. Koh Tsu Koon, Minister in the Prime Minister's Department. The conference featured 8 sessions covering 45 papers from a large repertoire of local and international speakers; 41 OSS showcase exhibition booths from public and private sector organisations; and several new activities such as the 24-hour OSS Web Development Contest, OpenOffice.org Competition, and Birds-of-a-Feather (BoF) and Lightning Talks sessions. MyGOSSCON 2009 was attended by high profile officials from private and public sectors, including MAMPU's Director General, Multimedia Development Corporation (MDeC), PIKOM, Business Chambers and a delegation from Nile Center for Technology Research (NCTR), Sudan accompanied by His Excellency, Ambassador of Sudan in Malaysia.

MAMPU is preparing to stage its premier annual OSS conference, “The Malaysian Government Open Source Software Conference” (MyGOSSCON 2009). The conference is planned to be officiated by Y.Bhg Tan Sri Dr. Koh Tsu Koon and held from 4th to 6th November 2009 at Putrajaya International Convention Centre. MAMPU had accepted the invitations and recently visited the two countries to discuss the collaboration initiatives. Sudan is Linux Fundamentals seeking to adopt OSS in government agencies and educational institutions. MAMPU presented a paper during the OSS Workshop entitled “Free and July 15th , 2009 Open Source Software in Sudan: Freedom of Change and Strategic Using MyNetwatch Vision” to share its experience and knowledge in implementing the Public Sector OSS Master Plan. QGIS also has an international community and active forum at http://forum.qgis.org. The beauty of QGIS is that both the Windows and Ubuntu versions look exactly alike thus no re-learning is required when users migrate from the Windows to Ubuntu platforms. The QGIS Ubuntu version running on a computer with the Ubuntu operating system integrates well and should prove to be comparatively faster as both were designed on Open Source making the system responsive and “light” when it concerns data analysis. In line with the Public Sector OSS Master Plan, MAMPU alongside JPBD encourages all Public Sector agencies to take advantage of what Open Source solutions has to offer. It's Over 500 Now The number of Public Sector agencies adopting OSS continues to increase. The recently published record shows that 505 agencies have used OSS. The number represents 69.7% of the total agencies in Malaysia. Many agencies already took the initiatives to contact MAMPU for their latest update on OSS implementation. To date, 1,603 OSS implementation are recorded with total savings exceeding RM 48.5 million. A total of 295 agencies have used OpenOffice.org that saved the Malaysian Government over RM 18.8 million in licensing fee alone. MAMPU is encouraging agencies who have not implemented OSS to contact OSCC MAMPU for support and assistance in their OSS implementation. OSS Opportunity Workshop – 18 June 2009 OSCC MAMPU has recently conducted its third OSS Opportunity Workshop on 18 June 2009, which attracted a turnout of 16 public sector agencies. The workshop kicked off with the presentation of Malaysian Public Sector OSS Master Plan by MAMPU Principal Assistant Director, Encik Omar Bin Yaakop. As with the first two workshops, participants were presented with the MyMeeting application before they were split into groups for round-table discussions with facilitators from OSCC MAMPU. Agencies were also given the opportunity to share the challenges and barriers that detered them from implementing OSS. Agencies not implementing any OSS are required to provide feedback to MAMPU on a proposed date for their OSS implementation. Bi-quarterly Newsletter OSCC Quarterly Newsletter Bil. 3/2009 May 2009 Session outline There will be four (4) sessions for each workshop: Session 1: Introduction to Malaysian Public Sector OSS Master Plan and assistance available for all Public Sector Agencies. Session 2: Presentation, demonstration and installation guide on OSCC MAMPU products. Session 3: Round-table or grouped discussions on OSS implementation at agencies. Session 4: Presentation by each group on conclusion. Expected outcome Public Sector Agencies who have not implemented OSS are expected to adopt and move forward with any appropriate OSS in lieu of proprietary software in their organisations. Previous Workshop updates To date, two (2) OSS Opportunity Workshops have been successfully held by OSCC MAMPU, and were attended by 42 personnel from 33 public sector agencies. Unknowingly, many of the participating public sector agencies have been implementing OSS. In a survey to rate the effectiveness of the workshops, public sector agencies had given the ratings of “good to excellent” for all the four (4) sessions. Both the OSS Opportunity Workshops had acquainted Public Sector Agencies with MyMeeting during the second session of workshop in which demo and installation guide were presented. Bi-quarterly Newsletter OSCC Quarterly Newsletter Bil. 3/2009 May 2009 Epitome of OSS Implementation The Solid Waste & Public Cleansing Corporation (Perbadanan Pengurusan Sisa Pepejal Dan Pembersihan Awam)(PPSPPA) has set to revolutionise its entire ICT facilities with OSS. In essence, PPSPPA is committed to replacing and adding new ICT hardware and software in the year ahead to accommodate its massive OSS deployment at headquarters and all state branches in Peninsular Malaysia. The ICT hardware and software include 1,000 PCs installed with ubuntu, printers, other peripherals, networking set-up, etc. PPSPPA is in the midst of installing and setting up a centralised server at headquarters for use by all states branches in Peninsular Malaysia. A total of eight (8) servers running on Red Hat Linux Operating systems will be installed to accommodate all applications and ICT facilities. In an effort to protect their networks and improve connectivity, Endian Firewall has already been installed on one of the server. Specifically, it is an open source Linux distribution that specializes on Routing/Firewalling and Unified Threat Management. Some of the planned or implemented OSS include: • SquirrelMail installed in the server. • Open LDAP Directory Server • Internet Access Control through LDAP Application Server. • OSCC MAMPU's MyNetWatch, MySpamGuard, MyWorkSpace, MyMeeting and MySurveillance. • OpenOffice.org For desktop application, PPSPPA is beginning to deploy OpenOffice.org for its 220 users at headquarters, and over 500 users at all states branches. Training will be conducted in-house for the above massive OSS deployment exercise. 2009 OSS Case Study Awards OSCC MAMPU is calling for submission of OSS Case Studies for the 2009 National OSS Case Study Awards, which are open to ALL Public Sector Agencies including Public Higher Education Institutions (IPTA) and Polytechnics. The awards are classified into three (3) groups; Group 1: Public Sector Agencies other than IPTA & Polytechnics; Group 2: IPTA & Polytechnics; and Group 3: IPTA & Polytechnics Students. Submissions of the OSS Case Studies are encouraged for knowledge sharing purpose. Please do not resubmit the OSS Case Studies submitted in 2008. The best OSS Case Studies will be eligible for the Final National OSS Case Study Awards 2009 which will be held in conjunction with MyGOSSCON 2009 in November 2009. In a continuing response to the increasing number of OpenOffice.org migrations amongst public sector agencies, OSCC MAMPU recently launched the first Certified OpenOffice.org and Linux desktop (COOOL) certification programme on the 18 - 22 May 2009. In essence, the COOOL certification is launched for the benefit of all public sector agencies. It is approved by the OSS Certification Steering Committee. It will provide agencies with a solid technical skills in OpenOffice.org and Linux Desktop. Specifically, it focuses on the common features and use of OpenOffice.org (OOo), troubleshooting, word processor, spreadsheet, presentation tools and the linux desktop usage. Successful candidate will obtain the certification issued by MAMPU that sets them apart from other office suite users. Entry Requirements: Candidates interested to register for the certification must have completed either the Linux desktop & OpenOffice.org or Introduction to OpenOffice.org course offered by OSCC MAMPU. The certification programme requires candidates to attend a four-day preparation course followed by one-day examination. COOOL will benefit agencies who need to support implementation of OpenOffice.org, which involves usage of advanced editing, functionalities and analyses. To date, 485 public sector agencies have implemented OSS based on MAMPU's database. This figure constitutes approximately 67% of the 724 public sector agencies as listed in MAMPU's database. The database is updated and published fortnightly. Currently, there are 1,554 OSS implementation with total known savings of over RM 48 million. For OSS implementation by solution areas, Infrastructure solution constitutes the largest proportion, i.e. 35.6% of the total OSS implementation. The onus is on the 239 public sector agencies who have not implemented OSS to implement at least an Open source solution. Bi-quarterly Newsletter OSCC Quarterly Newsletter Bil. 3/2009 May 2009 Vietnam Mandates Open Source For All Government Staff The deployment of Open Source in the governments are prevalent in 2008. Government agencies all over Europe are adopting, and in many cases, mandating Open Source software and standards. In addition, governments in Africa, Asia, North & South America, and all over the South Pacific were exploring and implementing Open Source in 2008. On January 2009, the government of Vietnam has mandated Open Source for both local and federal government staff by 2010, and Open Source on all government servers by the end of June 2009. This is the instruction issued by Vietnam Ministry of Information and Communications. Specifically, the decision was announced by Le Doan Hop, who reportedly asked agencies to "increase the number of documents and information" that they exchange with the approved open source applications. The endorsed OSS are OpenOffice, Mozilla ThunderBird, Mozilla FireFox, and Unikey, a Vietnamese typing program. Three (3) explicit timelines have also been set by Ministry of Information and Communications for this radical transition: 1. By Jun. 30, 2009: All government servers must be open source software. All staff must be trained to use the Open Source Software. Half of staff must be able to use the software proficiently. 2. By Dec. 31, 2009: 70 percent of national and state agencies must use open source desktop software. 70 percent of IT staff must be trained to support it, and 40 percent able to use the software in their own work. 3. Dec. 31, 2010: All staff must use open source software in their jobs. This massive transition plan will be implemented with assistance from I.T Associations. PC vendors were requested to install open source software, rather than "cracked" commercial software, on the systems they sell.
