Malaysian Government Open Source Software Conference 2009

Dear all,

MAMPU is preparing to stage its premier annual OSS conference, “The Malaysian Government Open Source Software Conference” (MyGOSSCON 2009). The conference is planned to be officiated by Y.Bhg Tan Sri Dr. Koh Tsu Koon and held from 4th to 6th November 2009 at Putrajaya International Convention Centre. Objective
---------

To showcase the benefits of Open Source Software (OSS). To exhort and hasten further OSS deployment and development to bring about the transformation of the entire ICT Industry in support of the Malaysian Public Sector OSS Master Plan.

Who should attend
-----------------

While MyGOSSCON 2009 is directed primarily at Government of Malaysia (GOM) agencies, attendance is open to participants from outside the Public Sector.

The conference also provides an excellent forum for participants to hear firsthand from industry experts and to interact with their peers. And not to be overlooked will be the extensive networking opportunities for CIOs & IT Directors, as well as management, planning and legal staff.

The Call For Papers is now open! Proposals for conference papers will be accepted until Tuesday, 15th September 2009. The selected papers will be announced, followed by the final programme content and the registration process.

A broad and diverse variety of papers is anticipated, e.g. basic research, novel applications and industrial experience, with different criteria for each category. Real life experiences and case studies are particularly sought.

In recognition of Malaysia's achievement in implementing the Public Sector Open Source Software (OSS) Master Plan, the governments of Saudi Arabia and Sudan had invited MAMPU for possible collaborations to implement their OSS initiatives. MAMPU had accepted the invitations and recently visited the two countries to discuss the collaboration initiatives. Sudan is Linux Fundamentals seeking to adopt OSS in government agencies and educational institutions. MAMPU presented a paper during the OSS Workshop entitled “Free and July 15th , 2009 Open Source Software in Sudan: Freedom of Change and Strategic Using MyNetwatch Vision” to share its experience and knowledge in implementing the Public Sector OSS Master Plan. 5. Monthly Newsletter OSCC Quarterly Newsletter Bil. 4/2009 June 2009 is a multi-platform, Open Source GIS that enables smooth migration from Windows to Open Source platform. QGIS also has an international community and active forum at http://forum.qgis.org. The beauty of QGIS is that both the Windows and Ubuntu versions look exactly alike thus no re-learning is required when users migrate from the Windows to Ubuntu platforms. The QGIS Ubuntu version running on a computer with the Ubuntu operating system integrates well and should prove to be comparatively faster as both were designed on Open Source making the system responsive and “light” when it concerns data analysis. In line with the Public Sector OSS Master Plan, MAMPU alongside JPBD encourages all Public Sector agencies to take advantage of what Open Source solutions has to offer. It's Over 500 Now The number of Public Sector agencies adopting OSS continues to increase. The recently published record shows that 505 agencies have used OSS. The number represents 69.7% of the total agencies in Malaysia. Many agencies already took the initiatives to contact MAMPU for their latest update on OSS implementation. To date, 1,603 OSS implementation are recorded with total savings exceeding RM 48.5 million. A total of 295 agencies have used OpenOffice.org that saved the Malaysian Government over RM 18.8 million in licensing fee alone. MAMPU is encouraging agencies who have not implemented OSS to contact OSCC MAMPU for support and assistance in their OSS implementation. OSS Opportunity Workshop – 18 June 2009 OSCC MAMPU has recently conducted its third OSS Opportunity Workshop on 18 June 2009, which attracted a turnout of 16 public sector agencies. The workshop kicked off with the presentation of Malaysian Public Sector OSS Master Plan by MAMPU Principal Assistant Director, Encik Omar Bin Yaakop. As with the first two workshops, participants were presented with the MyMeeting application before they were split into groups for round-table discussions with facilitators from OSCC MAMPU. Agencies were also given the opportunity to share the challenges and barriers that detered them from implementing OSS. Agencies not implementing any OSS are required to provide feedback to MAMPU on a proposed date for their OSS implementation. Bi-quarterly Newsletter OSCC Quarterly Newsletter Bil. 3/2009 May 2009 Session outline There will be four (4) sessions for each workshop: Session 1: Introduction to Malaysian Public Sector OSS Master Plan and assistance available for all Public Sector Agencies. Session 2: Presentation, demonstration and installation guide on OSCC MAMPU products. Session 3: Round-table or grouped discussions on OSS implementation at agencies. Session 4: Presentation by each group on conclusion. Expected outcome Public Sector Agencies who have not implemented OSS are expected to adopt and move forward with any appropriate OSS in lieu of proprietary software in their organisations. Previous Workshop updates To date, two (2) OSS Opportunity Workshops have been successfully held by OSCC MAMPU, and were attended by 42 personnel from 33 public sector agencies. Unknowingly, many of the participating public sector agencies have been implementing OSS. In a survey to rate the effectiveness of the workshops, public sector agencies had given the ratings of “good to excellent” for all the four (4) sessions. Both the OSS Opportunity Workshops had acquainted Public Sector Agencies with MyMeeting during the second session of workshop in which demo and installation guide were presented. Bi-quarterly Newsletter OSCC Quarterly Newsletter Bil. 3/2009 May 2009 Epitome of OSS Implementation The Solid Waste & Public Cleansing Corporation (Perbadanan Pengurusan Sisa Pepejal Dan Pembersihan Awam)(PPSPPA) has set to revolutionise its entire ICT facilities with OSS. In essence, PPSPPA is committed to replacing and adding new ICT hardware and software in the year ahead to accommodate its massive OSS deployment at headquarters and all state branches in Peninsular Malaysia. The ICT hardware and software include 1,000 PCs installed with ubuntu, printers, other peripherals, networking set-up, etc. PPSPPA is in the midst of installing and setting up a centralised server at headquarters for use by all states branches in Peninsular Malaysia. A total of eight (8) servers running on Red Hat Linux Operating systems will be installed to accommodate all applications and ICT facilities. In an effort to protect their networks and improve connectivity, Endian Firewall has already been installed on one of the server. Specifically, it is an open source Linux distribution that specializes on Routing/Firewalling and Unified Threat Management. Some of the planned or implemented OSS include: • SquirrelMail installed in the server. • Open LDAP Directory Server • Internet Access Control through LDAP Application Server. • OSCC MAMPU's MyNetWatch, MySpamGuard, MyWorkSpace, MyMeeting and MySurveillance. • OpenOffice.org For desktop application, PPSPPA is beginning to deploy OpenOffice.org for its 220 users at headquarters, and over 500 users at all states branches. Training will be conducted in-house for the above massive OSS deployment exercise. 2009 OSS Case Study Awards OSCC MAMPU is calling for submission of OSS Case Studies for the 2009 National OSS Case Study Awards, which are open to ALL Public Sector Agencies including Public Higher Education Institutions (IPTA) and Polytechnics. The awards are classified into three (3) groups; Group 1: Public Sector Agencies other than IPTA & Polytechnics; Group 2: IPTA & Polytechnics; and Group 3: IPTA & Polytechnics Students. Submissions of the OSS Case Studies are encouraged for knowledge sharing purpose. Please do not resubmit the OSS Case Studies submitted in 2008. The best OSS Case Studies will be eligible for the Final National OSS Case Study Awards 2009 which will be held in conjunction with MyGOSSCON 2009 in November 2009. In a continuing response to the increasing number of OpenOffice.org migrations amongst public sector agencies, OSCC MAMPU recently launched the first Certified OpenOffice.org and Linux desktop (COOOL) certification programme on the 18 - 22 May 2009. In essence, the COOOL certification is launched for the benefit of all public sector agencies. It is approved by the OSS Certification Steering Committee. It will provide agencies with a solid technical skills in OpenOffice.org and Linux Desktop. Specifically, it focuses on the common features and use of OpenOffice.org (OOo), troubleshooting, word processor, spreadsheet, presentation tools and the linux desktop usage. Successful candidate will obtain the certification issued by MAMPU that sets them apart from other office suite users. Entry Requirements: Candidates interested to register for the certification must have completed either the Linux desktop & OpenOffice.org or Introduction to OpenOffice.org course offered by OSCC MAMPU. The certification programme requires candidates to attend a four-day preparation course followed by one-day examination. COOOL will benefit agencies who need to support implementation of OpenOffice.org, which involves usage of advanced editing, functionalities and analyses. The conference incorporates a "Quadruple play" of 4 crucial stakeholders consisting of government, businesses, developers and community in envisioning open source's contribution to the IT industry and socio-economy. It is positioned as International forum for sharing and exchanging ideas on technical advancements, applications, development and business cases on open source, and its positive impact in meeting challenges of the current economic climate. In addition, it features renowned speakers from prime Open Source Enterprises such as Mozilla, Google and Red Hat and also the developer community such as Ubuntu, BSD, Fedora, PHPs, etc . To date, 485 public sector agencies have implemented OSS based on MAMPU's database. This figure constitutes approximately 67% of the 724 public sector agencies as listed in MAMPU's database. The database is updated and published fortnightly. Currently, there are 1,554 OSS implementation with total known savings of over RM 48 million. For OSS implementation by solution areas, Infrastructure solution constitutes the largest proportion, i.e. 35.6% of the total OSS implementation. The onus is on the 239 public sector agencies who have not implemented OSS to implement at least an Open source solution. To ensure that all public sector agencies adopt OSS within Phase II of the Master Plan, OSCC MAMPU is urging agencies who have yet to implement OSS to contact OSCC MAMPU for supports and assistance in their OSS implementation. Bi-quarterly Newsletter OSCC Quarterly Newsletter Bil. 3/2009 May 2009 Vietnam Mandates Open Source For All Government Staff The deployment of Open Source in the governments are prevalent in 2008. Government agencies all over Europe are adopting, and in many cases, mandating Open Source software and standards. In addition, governments in Africa, Asia, North & South America, and all over the South Pacific were exploring and implementing Open Source in 2008. On January 2009, the government of Vietnam has mandated Open Source for both local and federal government staff by 2010, and Open Source on all government servers by the end of June 2009. This is the instruction issued by Vietnam Ministry of Information and Communications. Specifically, the decision was announced by Le Doan Hop, who reportedly asked agencies to "increase the number of documents and information" that they exchange with the approved open source applications. The endorsed OSS are OpenOffice, Mozilla ThunderBird, Mozilla FireFox, and Unikey, a Vietnamese typing program. Three (3) explicit timelines have also been set by Ministry of Information and Communications for this radical transition: 1. By Jun. 30, 2009: All government servers must be open source software. All staff must be trained to use the Open Source Software. Half of staff must be able to use the software proficiently. 2. By Dec. 31, 2009: 70 percent of national and state agencies must use open source desktop software. 70 percent of IT staff must be trained to support it, and 40 percent able to use the software in their own work. 3. Dec. 31, 2010: All staff must use open source software in their jobs. This massive transition plan will be implemented with assistance from I.T Associations. Proud Moment For Malaysia The Malaysian team did the country proud when three out of four contestants from Malaysia emerged as champions for categories 2,3 and 4 of the international-level Open Document Format Olympiad 2009 held at Hyberabad, India from 17 – 21 February 2009. The winners for categories 2,3 and 4 are Mohd Adam Afif bin Azizan of SKBandar Baru Seri Petaling 2, Pang Yi Hui of SMK Sultan Sulaiman, and Siti Nadia binti Radhuan of Kolej Matrikulasi Pahang(KMP) respectively. The contestant from Malaysia for category 1 received consolation prize in the competition. The competition was attended by students from primary and secondary schools from India, Indonesia and Malaysia. This international participation is a collaborative effort by Ministry of Education (MOE) of Malaysia, MAMPU, Sun Microsystem and Redhat. All these four contestants were the winners of the national-level ODF Olympiad Award held during MyGOSSCON 2008 in November 2008. MAMPU's OSCC has laid down a plan to conduct eighteen (18) OSS Adoption Workshops for the year 2009. The workshops are particularly designed for and targetted at Public Sector agencies who have not implemented OSS based on MAMPU's records. The objective is to achieve 100% Public Sector Agencies adopting OSS, which is one of the targets of the Malaysian Public Sector OSS Master Plan Program Phase II. The first OSS Adoption Workshop has been successfully conducted at OSCC on 17 th March 2009, and was attended by 22 Government Officers from 16 Public Sector Agencies. Prior to the OSS Adoption Workhop, MAMPU's OSCC conducted a massive survey on all the agencies who have yet to implement OSS. Unknowingly, many Public Sector Agencies have already adopted OSS. It was “too good to be true” for MAMPU when 15 out of 16 participating Public Sector Agencies in the first OSS Adoption Workshop declared to have implemented OSS. Before the workshop, their OSS Implementation were unknown to MAMPU as these agencies were self-reliant in their OSS implementation. The first workshop has acquainted these Public Sector Agencies with one of OSCC products, MyMeeting, the powerful yet free online Meeting Management and Decision Making Application Suite. The second workshop is scheduled to be held at the same venue on 13th April 2009. Public Sector agencies who have not used OSS are now welcomed to register for the third OSS Adoption workshop which is scheduled to be held on 5th May 2009. TaskManager goes live at Chief Secretary To The Government of Malaysia's Office MAMPU's OSCC has set another significant milestone in System Development with the launch of “TaskManager” System. TaskManager is an online task monitoring system particularly developed for The Chief Secretary to the Government of Malaysia, Y. Bhg Tan Sri Mohd Sidek Hassan to monitor and track all the tasks under his purview. One of the primary objectives is to monitor the status of all the assigned tasks managed in an easy-to use Calendaring System. Some of the cool features of TaskManager include: • Searching of tasks using keyword • Option to display either weekly or monthly tasks in a simple yet elegant calendar. • Tasks can be filtered into three groups, namely “Previous task”, “Upcoming deadlines” and “Outstanding task” It was developed based on Plone, the powerful and flexible Open Source Content Management System. Plone is also used in OSCC Knowledge Bank and Intranet system. The first TaskManager system was completed on 11th March 2009 and was implemented on 13th March 2009. Enhancements to TaskManager is actively underway and is scheduled to be completed in May 2009. 2. Learning Management System (LMS) Kick-off MAMPU will be kicking off the enhanced version of the MOE's Learning Management System (LMS) in May 2009 in order to achieve wider OSS adoption and implementation. The ultimate aim is to roll out this enhanced LMS to at least 50 schools nationwide. LMS is a web based Sharable Content Object Reference Model (SCORM) compliant education application developed to facilitate the teaching and learning experience in schools. The first LMS was developed back in 2004 during Phase I of the Malaysian Public Sector OSS Master Plan. Some of the benefits of the LMS include online learning and assessment, centralised data repository which allows ease of control and distribution of courseware and information, collaborative learning, training resource management, and fast report generation. It goes far beyond conventional training records management and reporting. This enhancement is built upon the success of the MOE LMS Pilot Project during Phase I of the Malaysian Public Sector OSS Master Plan. MAMPU has conducted a Post Implementation Review (PIR) of LMS Pilot Project and based on the PIR findings, the following are the objectives of the LMS Enhancement Project; • Evaluate the key success factors of LMS Pilot Project and incorporate the lessons learned to fine tune and plug gaps to ensure rectification before the LMS is rolled out to more schools in Malaysia. • Reinforce buy-in for the project by including users’ recommendations to bridge the gap between current LMS performance against requirements and expectations. • Update on available technology, network infrastructure, tools and software. • Accelerate Adoption: Roll-out LMS to at least 50 schools throughout Malaysia 6

OSCC Quarterly Newsletter Bil. 2/2009 April 2009 In summary, the LMS project is a crucial step toward fulfillment of the “Each District, One OSS School” program, which is a comprehensive nationwide rollout plan to encourage at least one school in each district to make use of OSS solutions, with the vision to ensure wide, broad and deep OSS adoption taking place in accelerated pace. This is in line with MOE's longer term strategic roadmap for expanding Smart Schools to about 10,000 schools by the year 2010. 8. OSCC Quarterly Newsletter Bil. 2/2009 April 2009 OSS Technology Updates - Android The new cutting edge Open Source Technology Mobile Phone, Android has evolved. Android is both a software platform and operating system developed by Google and later the Open Handset Alliance for mobile devices, based on the Open Linux kernel. It is built with the fully-fledged functionalities that enable customisation based on one's needs. Some of the fantastic features of mobile applications using this state-of- the-art OSS Technologies include; • Swapping up of phone's homescreen. • Change of the style of the dialer, or any of the applications. • The built-in Photo Viewing Application can be instructed to handle the viewing of all photos. From the developer's perspective, it can amazingly combine information from the web with data on an individual's mobile phone such as the user's contacts, calendar, or geographic location. With Android, a developer can build an application that enables users to view the location of their friends and be alerted when they are in the vicinity giving them a chance to connect. Applications can be devoloped easily with Android. It enables developers to obtain the location of the device, and allows devices to communicate with one another enabling rich peer-to-peer social applications. In addition, Android includes a full set of tools that have been built from the ground up alongside the platform providing developers with high productivity and deep insight into their applications. With its software platform capability, developers can also write managed code in Java language. It can compile application written in C and other languages to ARM native code. Most of the Android code are released under the Apache license, a free software and open source license. Android Software Development Toolkit (SDK) is available for download at http://developer.android.com/ Latest OSS Adoption Trend MAMPU's Open Source Competency Centre (OSCC) is now progressing into the penultimate year of the Phase II of the Malaysian Public Sector OSS Master Plan. As of April 2009, 452 agencies have implemented OSS with over 1,400 known implementation. This also shows a remarkable 1,708% surge from just 25 agencies in 2003. The surge in OSS adoption is becoming more prevalent among Public Sector Agencies. An ever increasing number of government agencies have now reaped the manifold benefits of OSS such as lower costs, freedom from vendor lock-in and an increased growth of knowledge-based Public Sector Agencies. To date, over RM 47 million have already been saved on licensing and implementation costs and over 30,000 Public Sector staff and community trained in OSS projects. International Visitation Mr. Hassan Al-lamushe, the Libya General Director and the president of the Libyan Internet Society, has expressed interest in seeking ideas and information exchange in OSS during his visit to MAMPU's OSCC on 19th January 2009. In a meeting chaired by MAMPU Deputy Director, Madam Tan King Ing, Mr. Hassan Al- lamushe wanted to understand the initiatives that the Government of Malaysia (GOM) took to encourage and support Public Sector Agencies in OSS implementation. He also shared information on influential groups and experts in the area of cyber security, and strategic directions of the Organisation of The Islamic Conference- Computer Emergency Response Team (OIC-CERT) which he had attended on 13th to 15th January 2009 prior to visiting OSCC. 8

OSCC Quarterly Newsletter Bil. 2/2009 April 2009 The Formation of the Open Source Software IPTA/Politeknik Development Committee (OIPDC) A meeting was held at MAMPU's OSCC on 5th February 2009 to discuss the decision made by JPOSS (Jawatankuasa Pemandu OSS) about the establishment of the Open Source Software IPTA/Polytechnic Development Committee (OIPDC), its chairman and members. In essence, this establishment or formation has been endorsed by OSS Steering Committee in executing one of the key action plans, namely “OSS In Education” under the Strategic Thrust (3) of the Malaysia Government OSS Master Plan. With the formation of OIPDC in replacement of OSS Education Protem Committee (Protem), new terms of reference and governance structure were proposed. All activities will be reported to OSS Steering Committee. In essence, the proposed terms of reference for OIPDC include firstly, the adoption of OSS in teaching and R&D within and among IPTA/Politeknik, and secondly, to support of OSS activities and programs within and among the Institutions involved. MAMPU's OSCC Products Updates 1. MyMeeting Version 2.2 MyMeeting, the award-winning and Malaysian Government first fully open source software, has received favourable feedbacks from Public Sector Agencies. This award signifies that MyMeeting has reached greater heights in terms of quality and recognition on which a benchmark can be set. MAMPU's OSCC has released its latest version of MyMeeting, version 2.2, which has recently been uploaded to Sourceforge.net: http://sourceforge.net/projects/mymeeting/, which is a popular OSS application repository. This is part of MAMPU's contribution to the global OSS community. Some of the many features that are enhanced in this latest version are:- ● Password recovery, ● Viewable history of status and project report, ● “Bahasa Malaysia” interface As an introduction to those who are new to MyMeeting, it is a web application specifically designed to help better manage your meetings and get more out of them. It was initially developed at the Open Source Competency Centre (OSCC), and is the Malaysian Government's first fully open source software. To date, twenty-two (22) agencies have installed MyMeeting. OSCC Quarterly Newsletter Bil. 2/2009 April 2009 International Governments OSS Updates Various governments around the world have been embarking on OSS and have launched initiatives to reap its benefits. There is a significant trend towards incorporating OSS into procurement and development policies. Besides the large number of reports and white papers recommending OSS solutions, there are 275 Open Source Policies Initiatives around the world according to a report by the Center for Strategic and International Studies dated July 2008. Europe is also an area with strong government interests in OSS. In particular, the European Union, Germany, France and the United Kingdom are leading the way in OSS development. 1. UK Government Policy on Open Source and Open Standards The UK government has revised its 2004 policy on open source software to take a more positive stance on encouraging the use of open source software for government IT systems. This is made viable by introducing an action plan that will ensure the theory is put into practice. The new policy is contained within the Government Action Plan namely Open Source, Open Standards and Re–Use. One of the most active proponents of OSS is the National Health Service, in part due to the insolvency of a proprietary software vendor that forced hospitals to migrate to Linux. Besides, it is reported that OSS usage has since increased specifically for web server and Directgov, the official UK government website. Enterprise class OSS support services have grown, and the major I.T players are now actively supporting OSS and Open Standards. In addition to the savings on licensing fees, the business needs of wanting more re-use of existing I.T assets, more transparency in the procurement process and an establishment of a valid IT ecosystem were also drivers in this decision. The UK Government has today announced full backing for greater adoption of Open Source solutions in the public sector. According to the article at the BBC News site, Government Departments will be required to adopt open source software when "there is no significant overall cost difference between open and non-open source products" because of its inherent flexibility. OSS Adoption in France France started to look into the benefits of OSS in the early 2000. The French Gendarmerie Nationale (national police) is composed of the police forces and the military police with over 100,000 employees distributed across the country. In 2001, the decision to explore OSS implementation started and by 2005 OpenOffice.org (OOo) was implemented. Other OSS implementation like Firefox (web browser) and Thunderbird (email & calendaring client) soon followed. Since they have managed to develop their employees with OSS skills, their next plan is for the migration to Linux desktops. The French Ministry of Agriculture has migrated over 500 servers to Mandriva Linux since 2005. This is mainly to replace its MS Windows NT servers. A total of 15,000 employees is under this Ministry. Plans are underway to have an additional 400 servers on Linux. The French Parliament moves towards OpenOffice.org in 2007. Following that Ubuntu Linux will be used as the desktop operating system. This will be over 1,000 PCs running Ubuntu Linux, which translate to even more opportunities to use the hundreds of OSS solutions through the Ubuntu Software Repository. 11

MAMPU has revealed that total known licensing fee savings from OSS adoption in Public Sector is estimated to be approximately RM40 million. The savings could be utilized elsewhere to develop Malaysia's GDP growth. Public Sector agencies are encouraged to implement OSS, which will help boost ICT Services industry. Savings on licensing fee alone by adopting OpenOffice.org have already exceeded RM12 million, which is based on the total installed seats of 12,760 at public sector agencies. Case Study Winners: Category : Infrastructure Solution Winner : Ministry of Finance (MOF) Title : PERKASA - Web Server for National Budget Highlights : Every September each year is a busy year for MOF when www.mof.gov.my in average receive more than a 1,000,000 hits after and during Annual Budget is being announced. Previously, during Annual Budget announcement, the MOF web server was not able to handle the request resulting the server crashed and were not able to handle the users. In 2006, MOF solution to use four servers running proprietary software was an expensive solution in total and most importantly the web server still stall due to the excessive network load congesting the server resources and was not able to handle the load efficiently. In 2007, MOF has decided to leverage on the capability of OSS technology and contacted OSCC for consultancy and assistance. As a result, PERKASA - Web Server for National Budget which comprised of two servers running lighttpd on CentOS was implemented. It was awarded as winner for its innovations to use Open Source Technology which has increased the public service delivery efficiency with minimal total cost of ownership. 5

Category : Application Solution Winner : Ministry of Health (MOH) Title : MOH CUBE Application Highlights : MOH email server was originally utilising Microsoft Exchange which was costly and not flexible. In 2007, MOH Cube was introduced to reduce cost, increase module flexibility and security. By implementing MOH Cube which was utilising OSS, the ministry had saved over RM5 million in licensing cost alone. With MOH Cube, emails can be accessed in various mediums such as via web, handphones or PDA. Besides providing email capability, MOH Cube comprised of news, calendering, e-learning as well as document management. To date, MOH Cube is utilised estimated over 30,000 users from MOH including all agencies, 135 hospitals, Pusat Kesihatan Daerah, Klinik Kesihatan, Klinik Pergigian, Kolej Jururawat and Kolej Pembantu Perubatan. This application was awarded as a winner in recognition of its substantial savings, international level quality and security. 6

Category : Desktop Solution Winner : Terengganu State Secretariat Office Title : OSS Training at Bestari.com ICT Training Centre Hightlights : Aligned with the vision, mission and objectives of State Information Management Unit for the Terengganu State Government, Bestari.com ICT Training Centre was formed. Main objective of the centre is to provide an information centre for the community which will provide facilities for the community enabling them with information as well as medium for the community to have two ways communication with State Government. In addition, OSS trainings are also being provided to the community to reduce digital divide and increase ICT literacy. Main technologies used in the training center are Open Source Solutions due to obvious benefits in return such as minimal total cost of ownership compared to proprietary solutions, enhanced security etc. By utilising OSS, Terengganu State Government had saved more than RM 500,000 in the licensing alone. It was awarded for its direct contribution that helps realize the Malaysian Government OSS Master Plan and its substantial savings. 7

International Conference On Open Source Software in Healthcare (INCOSSH) - 23rd-25th November 2008 at Penang 2. Open Source Economy Conference (OSEC) - 19th November 2008 The International Conference On Open Source Software In Healthcare (INCOSSH) was jointly organized by Universiti Sains Malaysia (USM), Advanced Medical and Dental Institute (AMDI), United Nation University (UNU), International Open Source Network (IOSN) and inwent with the cooperation from MAMPU and Open Source Healthcare Alliance (OSHCA). This conference provided a forum for all Health ICT adopters and potential adopters in applying open source strategy and principles to Health Information and Communication Technologies (ICT), opportunities for establishing network and collaboration in the Free/Open Source Health Care Software (FOSS) community in the deployment of FOSS health care applications. MAMPU/OSCC booth received favourable feedback from participants with regards to Open Source Software. MAMPU Deputy Director General (ICT) Y. Open Source Economy Conference (OSEC) - 19th November 2008 The Open Source Economy Conference was co-organized by MDEC and Sun Microsystems, and supported by MAMPU OSCC to help achieve competitive edge in the innovation economy by adopting Open Source Software. It featured, in particular, the open Source database, MySQL from Sun. 9

Potential OSS Adoption Trend The number of government agencies adopting the Open Source Software has been increasing. Recent survey by MAMPU shows that there are over 307 agencies who are planning to implement OpenOffice.org over next 6 months, as depicted in the following diagram. The top three applications being considered by most Public Sector Agencies are: 1. OpenOffice.org – Office Suite 2. Firefox – Web Browser 3. OSCC Newsletter OSCC Newsletter October 2008 MyGOSSCON 2008 – November 5-6 The MyGOSSCON 2008 is back this year on the 5th November and 6th November 2008 held at Putrajaya International Convention Centre, (PICC) Putrajaya. This conference will be officiated by the Chief Secretary to the Government of Malaysia, Y. Bhg Tan Sri Mohd Sidek Hassan. The Open Source Competency Centre (OSCC) has successfully completed Phase I of the Malaysian Public Sector OSS Master Plan Programme, which focused on Laying the Foundation and Early Adoption stages. The programme is currently in Phase II - Accelerated Adoption stage, which targets to further accelerate OSS adoption in Public Sector. The Malaysian Government Open Source Software Conference (MyGOSSCON) is an event held to support the Phase II - Accelerated Inside Adoption. Following the success of the first MyGOSSCON in 2007, this popular event is back again this year to bring you the latest trends in OSS. ● MyGOSSCON 2008 A host of local and international speakers will present 35 papers covering ● Latest OSS Adoption global trends, technology, education, success stories and many more Trend interesting topics. OSCC Newsletter OSCC Newsletter October 2008 Other Highlights Linux Certified Administrator 01 (Continued) The increase of OSS adoption have led to a substantial need to increase the number of personnel with relevant OSS skills in the Public Sector. The Certified Linux Administrator 01 (CLA01) is the main certification for Linux Administrators who need to install and maintain enterprise solutions using Linux and its administrative tools. Resources The certification path as shown requires the candidates to do a OSS Implementation practical and written test. This will be followed by a report on the Guidelines candidates participation of an OSS related project. Full details of the certification can be found at the OSCC portal.
